What is not covered by cancellation insurance :

Cancellation of the holiday by the tour operator and cancellation of tickets by the carrier are never covered by cancellation insurance. In both cases, the organisation and the airline are responsible for the cancellation and are liable to you. Application fees, visa fees, port and airport taxes and the insurance premium are not refundable.
